ChildOfGod42, I am praying for you. Dear Father, May the peace of Your Holy Spirit fall on this man and the whole neighborhood. May this man come to know Jesus Christ and have a changed heart and attitude, and if he cannot, May he be removed from his position. Please calm his dog also and prevent it from doing harm.
