While they put them out, they think the fire went underground, smoldered, and started anew. We saw it happen in WA, when there was a fire that was put out, but it burned tree roots and smoldered for a time before finally being extinguished. When they attribute a fire to 'man-made', it can also be from a cigarette, back fire from a car, a fire pit that did not go out completely. As Smokey says, ' Only we can prevent fires.'. I hope this settles your feelings about a person intentionally setting these fires.
